A Vossa Excelência Marcelo Ebrarde, Chefe do Governo do Distrito Federal e a Opinião Pública:

Solicitamos a demissão de Alicia Azzolini Bincaz, Fiscal Central da Procuradoria Geral da Justiça do Distrito Federal:

• Por proteger desde a PGJDF a pederastas e violadores de meninas.


• Por orquestrar o acordo judicial facista contra ONGs de direitos humanos femininos. Tal é o caso da Reintegração Social A.C., que na sexta-feira passada, 7 de novembro, foi objeto de uma “busca” ilegal comandada por ela com 40 supostos agentes judiciais com os rostos cobertos e ostentando armas de alto poder, mesmo sabendo que no interior havia várias meninas vítimas de traumas. Que pretende essa irresponsável fiscal? Semear o pânico para que haja outro News Divine?


• Por simulação de atos jurídicos. Na quinta-feira passada, 30 de outubro, como consta no vídeo, Alicia Azzolini, se apresentou nas instalações da ONG mentindo que tinha uma ordem de busca. Tentou entrar no local ilegalmente, cometendo abuso de autoridade e ameaças.


• Solicitamos a demissão da fiscal Alicia Azzolini pela detenção ilegal de voluntárias desta ONG, deixando as mesmas sem comunicação e submetendo-as a torturas psicológicas para que elas se declarassem culpadas de delitos inexistentes. Como ocorreu com a voluntária Vanessa Barroso, detida ilegalmente e torturada durante 48 horas nas celas de detenção da PGJDF, como consta no auto de liberdade da data de 8 de novembro do juizado penal 64 do Distrito Federal.


• Por promover, através do seu cargo, uma campanha de descrédito dolosa e de violação dos direitos humanos contra uma ONG legalmente estabelecida e reconhecida há 14 anos, que contribui oferecendo proteção jurídica a menores marginalizados.


• A fiscal da PGJDF, Alicia Azzolini Bincaz, também tem agido de forma fraudulenta para forçar uma menor de nome IIse Michel para voltar ao mesmo lugar onde foi violentada pelo seu pai, pelo seu tio e por seu avó. Suspeitosamente, a fiscal nunca os prendeu, mesmo sabendo que eles estão esperando a menina. Ainda que a associação tenha a tutela temporal da menor de acordo com a lei vigente do Distrito Federal; com já se informou, lamentavelmente ela fugiu quando chegaram os agentes judiciais porque lhe deu pânico que a forçassem a voltar com os que a violam.


• Também solicitamos que se investigue a legalidade dos atos emanados da fiscal Alicia Azzolini, já que sua nomeação é provavelmente ilegal por ser ela estrangeira de nascimento.

Fazemos responsáveis a Alicia MUSSOLINI Bincaz e a PGJDF de qualquer represália, agressão, seqüestro e tortura contra o pessoal e voluntários da nossa instituição e pessoas que estão sob o resguardo legal.

AN OPEN LETTER TO MARCELO EBRARD AND THE GOVERNMENT OF MEXICO CITY

To Mr. Marcelo Ebrard, Major of Mexico City:

The signers of this letter publicly request that you immediate remove from office your employee, ALICIA AZZOLINI BINCAZ, of the Attorney General´s office, for the following reasons:

• For protecting, aiding and abetting pedophiles and child rapists using her position at the Attorney General´s Office of Mexico City (PGJDF)


• For orchestrating a violent campaign of judicial harassment against NGO’s defending women’s human rights. Such is the case of Reintegracion Social A.C., which on Friday November 7th 2008 was illegally raided by Mrs. Azzolini leading forty alleged police officers who hid their identity behind masks and were touting automatic assault rifles. It is public knowledge that we provide temporary shelter for traumatized girls inside our facilities. What is this violent re-victimization attempting to do? To sow panic among minor adolescents and cause another tragedy like the one at the “News Divine”?


• Previously, on October the 30th, Alicia Azzolini appeared at our facilities with visibly armed “policias judiciales”. She lied, saying that she had “a search warrant”, as is recorded on camera. She produced none. That day, she attempted to illegally enter our premises, breaking the law and threatening staff. You can watch the video at www.youtube.com/watch?v=2CONkH2sz8w&feature=related


• We request the immediate removal of District Attorney Alicia Azzolini for illegally detaining and torturing human rights activists. Such was the case of our volunteer, Vanessa Barroso, illegally detained and tortured for more than 48 hours in a cell at the Procuraduria General de Justicia del Distrito Federal, as officially stated by the Judge of the 64th Criminal Court on November 8th 2008


• For using a public institution like the Procuraduria General de Justicia del Distrito Federal to wage a character assassination campaign against us. These actions violate Mexico’s Constitution and our country’s commitments to the United Nations’ Universal Declaration of Human Rights. Our NGO is a legally established human rights organization with 14 years of labor providing temporary shelter and legal representation to marginalized and exploited minors. Our work is recognized internationally.


• Mr. Marcelo Ebrard: Alicia Azzolini Bincaz wishes to force a minor named Ilse Michel to return to the same home where she was raped by her own father, uncle and grandfather. Suspiciously, in 4 long years the Mexico City Attorney never put those pedophiles in jail. We have previously stated that the fact that the girl ran away was caused when your irresponsible employee tried to illegally force her to return to live with her rapists. We deplore such barbaric actions.


• We furthermore request that Prosecutor Alicia Azzolini´s nomination to her office and all her ensuing actions be federally investigated. She was born in Argentina. Her being prosecutor is presumably illegal according to the law.

We make Alicia Azzolini Bincaz and the Government of Mexico City responsible for any retaliatory actions, illegal detention and torture against personnel and volunteers of our institution for denouncing these actions publicly.
